Steve Dougherty, a principal and senior ecologist with ERO Resources, has experience in ecology and environmental sciences since 1975. Areas of specialization include wetland and riparian systems, Endangered Species Act Compliance and environmental issues associated with water supply. SUMMARY OF EXPERIENCE Wetland and Riparian Studies. Steve is a recognized expert in wetland and riparian systems. He is a Certified Professional Wetland Scientist and has testified as an expert on wetland and riparian issues. Steve has assisted federal, state and local governments in addressing wetland and riparian issues including permitting, impacts analysis and mitigation, and the resolution of violations. Steve’s past experience as an environmental specialist with the U.S. Army Corps of Engineers implementing Section 404 of the Clean Water Act provides him valuable insights into the Section 404 permitting process. He has served as a mediator to the EPA and private interests to help develop restoration and mitigation plans to resolve Section 404 violations. Threatened and Endangered Species Evaluations. Steve has addressed a wide range of Endangered Species Act compliance issues. He has conducted field surveys and evaluations for numerous listed plant and wildlife species, prepared biological assessments, and negotiated reasonable and prudent alternatives for biological opinions. Steve served as a Science Advisory Team member for a State of Colorado panel of scientists developing conservation recommendations for the federally threatened Preble’s meadow jumping mouse. Steve is the technical coordinator for the Douglas County regional habitat conservation plan to address Preble’s meadow jumping mouse. Water Resources Environmental Scoping and Impact Analysis. Steve has substantial experience and expertise in evaluating water development and supply projects to determine potential environmental impacts, environmental fatal flaws and obstacles, and the development of environmental permitting strategies. He has worked on complex and controversial water projects in Colorado since 1978. Steve’s unique blend of experience and expertise in environmental resources, regulations, and agency coordination and negotiation provides clients valuable insights for water resources planning. |
