Steve Butler has provided expertise in ecological consulting, wetland delineation and permitting, sensitive species, and habitat evaluations since 1995. He has conducted natural resource investigations and environmental assessments throughout Colorado and the western United States for transportation, water resources, utilities, open space and trails, commercial and residential development, and oil and gas exploration. Summary of Experience Wetlands and Riparian Studies. Steve has conducted wetland delineations throughout Colorado and in Wyoming, following methods described in the U.S. Army Corps of Engineers 1987 Wetland Delineation Manual. He has assisted ERO clients with wetland permitting, including obtaining Nationwide and Individual 404 Permits for projects in Colorado and preparation of Colorado Department of Transportation Wetland Findings. Steve has designed and implemented constructed wetlands for mitigation. Threatened and Endangered Species. Steve has prepared biological assessments (BAs) and habitat conservation plans (HCPs) for impacts to threatened and endangered species. He has conducted habitat evaluations and surveys for threatened plants including Ute ladies’-tresses orchid, Colorado butterfly plant,Uinta Basin hookless cactus, and Bureau of Land Management (BLM) and Forest Service sensitive plant species in various habitats throughout Colorado. He has performed numerous presence-absence surveys and habitat evaluations for the threatened Preble’s meadow jumping mouse (PMJM) in Colorado, and has designed and implemented mitigation plans for preserving and creating its habitat. Steve's experience also includes conducting surveys for nesting raptors and population estimates for black-tailed prairie dogs, surveys for mountain plovers, western burrowing owls, and black-footed ferrets. National Environmental Policy Act (NEPA) Compliance. Steve has been project manager and assistant project manager for environmental assessments (EAs) and has prepared wildlife and threatened and endangered species sections of environmental impact statements (EISs). He has also prepared wildlife technical documents for EISs and other NEPA documents. |
