Mary Powell is Vice President and a natural resource specialist with ERO Resources. She has 12 years experience in ecological consulting and research and specializes in riparian and wetland issues such as Clean Water Act permitting, wetland delineation and mitigation, and riparian restoration. Other experience includes natural resource investigations and permitting for: stormwater management facilities; utility lines; transportation projects; residential and commercial developments; and recreation facilities. Additionally, Mary has varied experience in open space planning and management, weed management, and revegetation and restoration. SUMMARY OF EXPERIENCE Wetland and Riparian Studies. Mary’s involvement in wetland and riparian studies has focused on Clean Water Act Section 404 Permits. During involvement in over 200 projects, she has learned the importance of incorporating wetland permitting into the earliest stages of project planning and design. Mary has followed many projects from feasibility study to construction and monitoring and can anticipate permitting issues early in the project schedule. Mary has established solid working relationships with key regulatory agencies, and is skilled in negotiating the permitting process in a timely manner. Threatened, Endangered, and Sensitive Species Evaluations. Mary is experienced in assisting clients with various issues associated with the Endangered Species Act and the Migratory Bird Treaty Act. Mary has conducted field investigations to assess potential habitat and to perform presence/absence surveys. She has also prepared biological assessments, biological evaluations, habitat conservation plans, and impact mitigation plans. Open Lands Planning and Management. As open space acquisition has increased in recent years, Mary has assisted communities with inventories of open space resources, identifying priority lands for acquisition, and developing management plans that balance the recreation and access desires of the community with the goal of conserving natural resources. Environmental Impact Assessment and Permitting. Mary has provided assessment and permitting services to federal, state, and local governments and private entities. She has performed fieldwork and prepared documentation for biological assessments, biological evaluations, and environmental impact statements. |
