Leigh Rouse specializes in wetland issues including wetland delineations, permitting, and mitigation as well as annual monitoring for mitigation projects. She conducts surveys for rare, threatened or endangered plant species and raptors and other birds. She also assists clients with Endangered Species Act compliance. Leigh conducts natural resource assessments and provides recommendations and consultation on permitting issues for: residential and commercial developments, pipeline projects, road construction projects, and stream restoration and improvement projects.

SUMMARY OF EXPERIENCE

Threatened and Endangered Species. Leigh has a variety of experience in addressing threatened and endangered species issues. By accurately assessing wildlife habitat, Leigh can either obtain clearance from regulatory agencies, provide the necessary surveys, or provide assistance in working through the regulatory process to obtain project approval.

Wetland Delineations, Section 404 Permitting and Wetland Mitigation. Leigh assists clients with Clean Water Act compliance by delineating wetlands following U.S. Army Corps of Engineers guidelines, assisting with wetland permitting for both Section 404 Nationwide and Individual permits, and assisting with wetland mitigation.

Natural Resource Site Assessments. Leigh has provided public and private landowners with an assessments of natural resource issues that may affect development of their land. She identifies wetlands, threatened and endangered species habitat, important wildlife habitat and movement corridors, and other natural resource issues that may hinder development. After identifying natural resource issues, she can provide information on the jurisdictional status of wetlands, delineate wetlands, assist with Section 404 permitting, obtain threatened and endangered species clearance or recommend surveys, conduct surveys for T&E plants, and make recommendations on how to incorporate important natural resources into the project design.
